Since its beginning in 1967, Pastor Sonny and Julie Arguinzoni have been reaching the hurting people of the world; preparing them for the work of the ministry. Their goal was to prepare, “Treasures Out of Darkness” for the work of the ministry through discipleship, leadership development, and academic training. In 1983 Victory Education & Training Institute (V.E.T.I.) was formed as the educational ministry of Victory Outreach.
